Early in the drive, the afternoon’s worst grit, glare and stress all came together in this traffic jam. To the right of the picture was President Varela’s widening of the Arraijan Ensanche, with dust from the “cleaned” roadbed under construction blowing down onto and into the vehicles caught in the tranque.
